Growing Mid Wales
We supported a regional Growth Deal in developing a suite of business
cases for their digital workstream.
The Challenge
Growing Mid Wales, a collaboration between Ceredigion and Powys County Councils, was tasked with driving forward the digital workstream of the £110 million Mid Wales Growth Deal. As a critical pillar of the region’s economic growth strategy, this workstream aimed to improve connectivity, enable digital service delivery, and foster innovation-led development.
To unlock investment, the partnership needed to develop a suite of robust, evidence-based business cases that could withstand government scrutiny, demonstrate measurable outcomes, and reflect regional digital priorities across councils and sectors.
Our Approach
We worked together with the Growing Mid Wales team to shape and deliver multiple business cases for the digital workstream. We facilitated cross-sector engagement with local authorities, infrastructure providers, and regional stakeholders to ensure proposals reflected local needs and aligned with wider strategic ambitions.
Working with stakeholders we identified a suite of 50+ digital projects to enhance connectivity and inclusion across the region and developed a structured model to help stakeholders to prioritise these projects.
We led the drafting of Strategic Outline Cases (SOCs) and Outline Business Cases (OBCs), ensuring compliance with the five-case business model and meeting the technical, financial, and economic expectations of local stakeholders and both UK and Welsh Governments. Our team also provided support with economic modelling, risk assessment, and defining success metrics for each project.
Throughout the process, we ensured the digital workstream remained integrated with national digital policy and regional growth strategies, helping to position Mid Wales as a digitally capable and investment-ready region.
The Impact
The business cases were endorsed, enabling the Mid Wales Growth Deal to move forward with vital digital infrastructure and innovation projects. This milestone unlocked funding that will support economic and social development across the region.
Our support helped ensure a strategically coherent digital workstream, ready for delivery, laying the foundation for long-term digital transformation in Mid Wales.
