We supported the Royal Borough of Kingston upon Thames in delivering benefits realisation for its DSIT-funded Smart Infrastructure Pilots Programme (SIPP) project.
The Challenge
As a successful applicant to the Department for Science, Innovation and Technology’s (DSIT) Smart Infrastructure Pilots Programme (SIPP), the Royal Borough of Kingston upon Thames needed to demonstrate the impact of its pilot project. The Council was trialling smart infrastructure technologies to improve public services, urban management and inform future investment.
To ensure success, the Council required management of a robust benefits realisation framework, complete with success metrics, baselines, and monitoring processes that aligned with DSIT’s expectations and provided strong evidence of value and impact.
Our Approach
We worked with the Council’s project team to manage a tailored benefits realisation approach for the SIPP programme. We identified intended outcomes, mapped benefits to key stakeholder groups, and populated a detailed benefits register to track progress.
To enable consistent and evidence-based reporting, we developed practical data collection processes and performance indicators, and maintained reporting templates. We also provided strategic guidance on aligning the framework with DSIT’s funding requirements and with Kingston’s broader smart city ambitions.
Throughout the engagement, our focus was on building a repeatable, scalable approach that would help the Council track impact and make the case for future digital infrastructure investment.
The Impact
The Royal Borough of Kingston upon Thames successfully implemented the benefits realisation framework to track, evidence, and report the impact of its smart infrastructure pilot.
This strengthened the Council’s ability to demonstrate value to DSIT and other stakeholders, while laying the groundwork for further smart city investment and innovation. Our support ensured the benefits of the pilot were clearly articulated, measured, and positioned for long-term success.
